Innovation Practices in Special Economic Areas of Singapore and Its Enlightenment to China for Construction of National Demonstration Area for Transfer and Transformation of Scientific and Technical Achievements

Abstract
Special economic areas of Singapore have provided a good environment and impetus for the development of emerging industries through the mode of government leading,market operation and industry-university-research coordination.This paper described the form of innovation practice in special economic areas of Singapore,based on the ISCP paradigm,which includes four levels.The mechanism level was the government leading early development and market institutions subsequent operation.The structure level was guiding the innovation main body,facilities and environment construction.The behavior level were capital investment,talent introduction and training,echelon development and flexible utilization of the land,and innovative community building.The performance level was regional emerging industry development.Based on these,this paper analyzed the problems of the national demonstration area for transfer and transformation of scientific and technical achievements of China.China should introduce space reconstruction and activate innovation elements around industrial development,which include the system,mechanism,subject,structure,environment and talent of innovation.关键词
