Abstract

Water allocation is an important lever for achieving spatial balance,strengthening rigid constraints on water resources,optimizing water resource allocation,and promoting high-quality development of water resources in the new stage.In order to actively establish a rigid constraint system for water resources,solve the main contradiction of water resources in key river basins,and improve the efficiency of regional water resource utilization,the Yunnan Provincial Department of Water Resources has organized the compilation of the"Water Allocation Plan for 11 River Basins including Niulanjiang in Yunnan Province"(referred to as"Allocation Plan").To comprehensively evaluate the implementation effect of the allocation plan,this paper analyzes and summarizes the current situation of water allocation work in Yunnan Province,and sorts out the actions and achievements of provincial and municipal water administrative departments in water allocation at the current stage.It also reasonably evaluated the degree of total water use control in administrative regions and the satisfaction of minimum discharge flow in sections,and conducted preliminary research and analysis on the sustainability of water allocation plans and the rationality of section layout,providing a basic basis for the scientific development of water allocation and the revision of water allocation plans in the next stage.
