组态视角下事故灾难应急物流体系构成要素的结构模型及内在机理研究
Study on the Structural Model and Internal Mechanism of the Component Elements of the Emergency Logistics System for Accident-type Disasters from the Perspective of Configuration

Abstract
Based on the perspective of configuration,fuzzy set qualitative comparative analysis(fsQCA)is adopted to research the structural model and internal mechanism of the component elements.Based on 30 accident-type disaster cases,the internal structures of the component elements have been visually described.The study has found the following results:①Among the multiple component elements,the element of"integration and coordina-tion"is the necessary condition leading to the preference of the operation capability for the emergency logistics sys-tem.②Four kinds of paths can improve the operation capacity of emergency logistics system,which are"command-disposal-supervision"type,"command-disposal"type,"supervision-innovation-disposal"type and"supervision-plan"type.③The elements of"command layout","disposal and rehabilitation","integration and coordination"and"policy supervision"belong to the top-level macro-planning elements and play decisive roles in improving the operation ability of the system.The element of"information sharing"belongs to the intermediate-process driving elements and does not affect the operation of the system.The elements of"innovative development"and"emergency plan"belong to the underlying practice-oriented elements,which only affect the operation of the system in some cases.In this study,structure of the component elements of the emergency logistics system for accident-type disasters and its internal mechanism are analyzed,the problem of causal complexity is explained,and the rational cognition of the emergency management department on this issue is enhanced.关键词
