Abstract
The performance evaluation of the"double-high plan"is an important baton for the construction of the"double-high plan".Based on the analysis of the connotation,logic and practical difficulties of performance evaluation,from the perspective of the whole process of OPPM theory,the Delphi method,the nine-level scaling method and the hierarchical analysis method are used to determine the weight of the performance evaluation index system,and a performance evaluation system with 6 first-level indicators,19 second-level indicators and 67 third-level indicators is constructed around the decision-making goals of the"double-high plan".A performance evaluation method that organically combines qualitative and quantitative,process and results,internal and external,comprehensive and key is proposed.关键词
