Quantitative Analysis of China's Universal Reading Policy Text from the Perspective of Policy Tools
基于政策工具视角,构建X-Y-Z轴三维框架对我国全民阅读政策文本进行系统分析.发现当前全民阅读政策工具选择趋于多样化,但政策组合配置仍缺乏系统性;全民阅读政策工具主题呈现综合化,但政策结构应用仍不平衡合理;全民阅读政策工具主体不断多元化,但政策主体协同仍有待强化.因此,需要优化全民阅读政策工具结构,完善政策应用体系;强化全民阅读政策主体协同,提升政策可操作性;丰富全民阅读政策内容要素,促进政策导向涵容.
Based on the perspective of policy tools,a systematic analysis is conducted on the policy texts of nationwide reading in China.After sorting out their basic information,the policy texts of nationwide reading are divided into X-Y-Z dimensions and cross analyzed.It has been found that the current choices of policy tools for universal reading are becoming more diversified,but the allocation of policy combinations still lacks systematicity;the theme of national reading policy tools presents comprehensiveness,but the application of policy structure is still unbalanced and reasonable;the participation of public reading policy tools is constantly diversified,but the coordination of policy entities still needs to be strengthened.Therefore,it is necessary to optimize the structure of public reading policy tools and improve the policy application system;strengthen the coordination of the main body of the national reading policy and enhance the operability of the policy;enrich the elements of national reading policy content and promote policy orientation and inclusiveness.
