Abstract
The World Bank's business environment assessment system is an important criterion with global influencefor assessing the business environ-ment.The newly released B-READY assessment system will inevitably have a significant impact on manycountries around the world,including China.The B-READY evaluation system has undergone many changes in indicator construction compared to the DB evaluation system.By sorting out these pro-found changes,it can be seen that the B-READY evaluation system contains rich connotations.Firstly,from the perspective of inspection dimensions and scope,it reflects a transformation from"special"to"general".Secondly,from the perspective of indicator importance,coverage range,and target audience,there has been a shift from"somewhat biased"to"equally balanced".Finally,from the perspective of data collection methods,scoring methods,report publication order and frequency,it reflects the upgrade from"standard mode"to"flexible mode".To grasp the rich connotations of the new evaluation system,it is necessary to timely transform the traditional concept of optimizing the business environmentand empower enterprise de-velopment through creating a"soft environment"suitable for enterprises to engage in commercial activities;we need to optimize the business environ-ment from three aspects:regulation,service,and efficiency;we should pay close attention to the true perception of enterprises and create a first-class business environment of rule of laws,marketization,and internationalization.关键词
