Development Constraints and Governance Mechanism of Sports Lottery Trade in China
摘要
Abstract
The development of sports lottery trade in China has a clear positive effect in meeting the demand of sports gambling,increasing the national financial revenue,promoting the development of sports,propelling the development of public welfare and correlating the development of related industries.However,it also exists main constraints restricting industry development such as management disorder under the mode of government direct operation,match-fixing under the main body participation,online gambling prevailing under the industry strict regulation,capital flight under the platform decentralization,problem gambling under the effect of internal and external factors,etc.These constraints not only affects the long-term healthy development of the industry,but also brings great harm to the country's financial security.We should build a governance mechanism of"global governance,comprehensive governance and system governance"through product supply,self regulation,administrative supervision,legal regulation and social condominium under the general idea of"promoting high-quality development of sports lottery trade,building a solid barrier of economic safety"and"markets determine the allocation of resources,government precisely intervene and guide"in order to promote the modernization level of industrial governance.关键词
