"Security"Discourse Based on Important Documents of the Party and Government:Evolutionary Logic and Value Implications

Abstract
"Security"has been a central political discourse for the Communist Party of China(CPC)in gover-ning the country,serving as both a prerequisite for future development and a key to understanding the governance logic of China.This paper analyzes the transformation of the"security"discourse by examining key Party and government documents,focusing on its shift from implicit to explicit,and ultimately to a comprehensive form.It traces the historical evolution of the"security"theme from 1921 to 2012,progressing from survival-oriented se-curity aimed at avoiding external threats,to transitional security centered on consolidating political power,and finally to development-oriented security focused on economic growth.In the new era,the"security"discourse has expanded to include concepts such as the"overall national security concept,""coordinated development and security,"and the"modernization of the national security system and capabilities."The report from the 20th National Congress of the CPC introduces new dimensions to the"security"discourse,signaling both the necessi-ty and potential for its further evolution.This analysis reveals that the"security"discourse encapsulates the na-tional revival agenda,underscores the CPC's strong leadership,and maintains a persistent focus on the people.关键词
