The Generation Logic and Resolution of"Formal Collaboration"in Rural Governance:A Study Based on the Analysis of the"Night Talk Around the Furnace"Consultation in X Town
摘要
Abstract
In the context of comprehensively promoting rural revitalization,collaborative governance is an effec-tive choice to enhance the efficiency of rural governance.However,based on the governance practice in rural field,a phenomenon named"formal coordination"with limited governance effectiveness is observed,indicating a predominantly coordinated form.Research has found that the generation logic of formal collaboration lies in the absence of collaborative entities,misalignment of autonomous organizations and the offside of township govern-ments.Taking the"Night Talk Around the Furnace"in X town as a study case,the article explains the concrete manifestation of formal collaboration.Based on theory and practice,breakthroughs can be made from the aspects of subject construction,mechanism construction,and tool construction.At the level of subject construction,the identity boundary and role orientation of collaborative bodies such as township governments,autonomous organi-zations and villagers should be clarified,and the basis of collaboration should be fixed by role orientation.At the level of mechanism construction,which is essential to start from the whole process and links of governance such as proposal,approval,implementation and evaluation,and participate in the whole chain to expand the dimen-sion of collaboration.At the level of tool construction,it is important to start from the promotion and application of digital technology,give full play to the advantages of new governance resources,and increase the collaborative efficiency by embedding digital technology.关键词
