基于四维分析框架的中国省级可再生能源政策量化研究
Quantitative research on China's provincial renewable energy policies based on a four dimensional analysis framework
摘要
Abstract
Multidimensional quantitative analysis of renewable energy policy texts is one of the necessary tasks for policy formula-tion and optimization,and is of great significance in ensuring the maximization of policy implementation effectiveness.This paper took 616 renewable energy policy texts from 30 provincial administrative regions in China from 2010 to 2022 as the research object,built a four-dimensional analysis framework of policy objectives,policy subjects,policy tools and policy effects,and used policy text analysis,social network analysis,PMC index analysis and other methods to conduct quantitative research on renewable energy policies.The results showed that:①The proportion of policy texts with clear goals had increased,but the overall number of policies had decreased.②There were a large number of policy subjects and some degree of cooperation,but there was a phenomenon of marginalization among some poli-cy subjects.③All three policy tools were covered,but demand oriented policy tools were relatively lacking.④The majority of policy effects were excellent or good,but a few policies had average effects,and it was necessary to strengthen the diversification of policy na-ture,issuing institutions,and policy priorities.Based on the above findings,this paper proposed relevant policy recommendations from four aspects:improving the clarity of policy objectives.关键词
