Is educational human capital a new driving force for improving green total factor productivity?
绿色全要素生产率的提升是实现区域可持续、高质量发展的关键.为了厘清绿色全要素生产率提升的新动能,采用SBM-GML模型,基于中国30个省区市2006-2020年的面板数据,系统分析和实证检验教育人力资本对绿色全要素生产率的作用机制及环境规制的调节作用.结果显示:①中、高水平人力资本对绿色全要素生产率都产生显著的促进作用,而低水平人力资本则会形成显著的抑制作用;②环境规制与绿色全要素生产率之间存在非线性关系和倒"N"型趋势特征;③人力资本和环境规制的交互项对东部和西部地区绿色全要素生产率产生显著的负向影响,而对中部地区的影响不显著.基于上述结论,提出了促进区域绿色全要素生产率有效提升的相关政策建议.
The improvement of green total factor productivity is the key to achieve sustainable and high-quality regional develop-ment.In order to clarify the new driving force behind the improvement of green total factor productivity,based on panel data from 30 provinces in China from 2006 to 2020,this paper used the SBM-GML model to systematically analyze and empirically test the mecha-nism of the role of educational human capital in green total factor productivity and the regulatory role of environmental regulations.The results showed that:①Both medium and high levels of human capital had a significant promoting effect on green total factor productivi-ty,while low level of human capital formed a significant inhibitory effect.②There was a non-linear relationship and an inverted"N"trend characteristic between environmental regulation and green total factor productivity.③The interaction between human capital and environmental regulations had a significant negative impact on green total factor productivity in the eastern and western regions,while the impact on the central region was not significant.Based on these conclusions,this paper proposed relevant political recommendations to promote the effective improvement of regional green total factor productivity.
