基于PMC指数模型的国家农高区政策量化评价研究
Research on Quantitative Evaluation of National Nonggao District Policies Based on PMC Index Model

Abstract
To optimize the policy system of China's agricultural and high-tech zones,this article takes 16 na-tional and provincial policy texts on agricultural and high-tech zones since 1997 as the research object.Based on the frequency search using NVivo 12 software,the PMC model is used to quantitatively evaluate the 16 pol-icy texts.Research has found that the average PMC index of 16 policies is 7.36,which is generally at an ex-cellent level.Among them,there are 8 excellent level policies and 8 qualified level policies,indicating that the policy design of the National Agricultural High tech Zone has certain feasibility,but there is still room for improvement;Comparing policy P4 with P16,P4 focuses on overall planning,while P16 covers more detailed and comprehensive content.Based on policy analysis results,the following suggestions are proposed:anchor the goal of building a strong agricultural country and strengthen the long-term development plan of agricultural high-tech areas;Adhere to the trend of technology and industrial revolution,strengthen the demonstration and leadership of industrial technology;Explore a talent reserve mechanism that combines education and talent de-velopment,and continuously introduce strategic and innovative talents;Promote innovation in the technology and finance system,and introduce financial support policies for the agricultural and high-tech zones;Focusing on the development needs of new quality productive forces,optimize public service policies in agricultural and high-tech areas.关键词
