The Impact of the Implementation of Forest Chief System Policy on the Green Technology Innovation of Enterprises

Abstract
⑴ Background——The forest chief system is a practice of forestry administrative system reform in China,which increases the power and responsibility of local governments for environmental supervision,and also increa-ses the risk of external environmental pollution faced by enterprises.However,there is no research to explore whether the environmental protection behavior of local governments will affect the decision-making of enterprises in green technology innovation.Therefore,whether the forest chief system can strengthen the local government's attention to environmental governance and promote the green technology innovation of enterprises is an important issue to be answered urgently. ⑵ Methods——Firstly,the progressive difference-in-differences model was used to explore the impact of the implementation of the forest chief system policy on the green technology innovation of the enterprises,and the parallel trends test was used to verify the effectiveness of the progressive difference-in-differences model.Then,the two-stage regression method was used to explore the mechanism of the implementation of the forest chief sys-tem policy on the green technology innovation of the enterprises,and the grouping regression was used to estimate the heterogeneity effect of the forest chief system policy on the green technology innovation of the enterprises.Fi-nally,the entropy equilibrium method,core explanatory variable lagging by one stage,control of environmental protection tax policy,placebo test and other methods were used to verify the robustness of the benchmark regres-sion results. ⑶ Results——First,the impact coefficient of the implementation of the forest chief system policy on the green technology innovation of enterprises is 0.135,and is significantly positive at 1%level.Second,the results of parallel trends test verify the effectiveness of the progressive difference-in-differences model.Third,the im-pactcoefficient of the forest chief system on the local government's environmental attention is 0.061,and it is sig-nificant at 1%level.Fourth,the impact coefficients of the forest chief system on the green technology innovation of enterprises in high-tech industry,growth stage and maturity stage are 0.242,0.197 and 0.219,respectively,and are all significant at the level of 1%,but the impact coefficients on the green technology innovation of non-high-tech industry and enterprises in recession stage are not significant.Fifth,after a series of robustness tests,the impact coefficient of the forest chief system on the green technology innovation of enterprises is still signifi-cantly positive. ⑷ Conclusions and Discussions——The implementation of the forest chief system policy has a positive impact on the green technology innovation of enterprises,and promotes the green technology innovation of enter-prises by strengthening the environmental attention of local governments.The forest chief system plays a more sig-nificant role in the green technology innovation of high-tech enterprises and enterprises in maturity and growth stage.The correlation between the forest chief system and the green technology innovation of enterprises is robust.Based on the above conclusions,the following suggestions are put forward:First,strengthen the supervision of the implementation of the forest chief system policy,and improve the long-term mechanism of the forest chief sys-tem to promote green ecological development.Second,emphasize the leading role of high-tech enterprises in technology when implementing the forest chief system.Third,promote the diversification of governance entities and give full play to the supervision role of the public.关键词
