农村集体经济发展的现实困境与优化路径
Realistic dilemmas and optimization path for rural collective economic development——guided by the realization of farmers'collective development right
摘要
Abstract
The farmers'collective development right is oriented towards alleviating the constraints in strengthening the rural col-lective economy,promoting the organic combination of"the three governance ways"(autonomy,rule of law and rule of morality)and optimizing the rural social security supply in the post-poverty-alleviation era.The rural collective economy,as the core of the farmers'collective development right,is the only way to realize the common prosperity of farmers and rural areas and build a har-monious and beautiful countryside.Faced with the goal to achieve the new rural collective economy development with clear prop-erty right relationship,a scientific governance structure,a sound operation mode and a reasonable distribution of benefits,there are still many shortcomings in property rights structure,organizational structure,industrial development,and talent training.In this regard,we should explore multiple mechanisms for the development and strengthening of the rural collective economy through a variety of measures such as upholding legislative guarantees,strengthening party organization leadership,innovating governance mechanisms,improving industrial planning,and implementing talent strategies.关键词
