Review and Prospect of Mining Right Management Reform

Abstract
Mineral resource exploration and development is related to national economy and people's livelihood and national security.The CPC Central Committee and the State Council attach great importance to the exploration and development of mineral resources and have made decisions and arrangements for comprehensively deepening the reform of mining right management.The Ministry of Natural Resources has introduced a series of reform measures,including deepening the reform of method of transfer of mining rights,reforming the tax and fee system of mining rights,reforming the hierarchical management of mining rights transfer registration,deepening the reform of the examination and approval management of mining rights,and optimizing the registration procedures of mining rights,etc.,to establish and improve the mining rights management system in line with the actual situation and characteristics of mineral resource exploration and mining.By reviewing the top-level design and specific measures of mining right management reform,it is clear to see the main line of reform and the internal logic to be followed,that is,the reform will be more people-oriented,more respect for geo-working laws,and more respect for the laws of market economy.Based on these,further prospects for comprehensively deepening the reform of mining right management are presented:①reform and rule of law promote each other;②form"system integration"from"point breakthrough";③achieve multi-objective dynamic balance;④adhere to the people-centered value orientation.关键词
