Abstract
The paper systematically combs the evolution process of China's land comprehensive consolidation and rehabilitation policy since the reform and opening-up,and analyzes the evolution characteristics of land comprehensive consolidation and rehabilitation policy.Since the reform and opening-up,the evolution of China's land comprehensive consolidation and rehabilitation policy has experienced a historical process of"spontaneous and disorderly land consolidation—standardized and orderly land development and consolidation—land consolidation and rehabilitation with multiple objectives—land comprehensive consolidation and rehabilitation with all-round and all-factor".With distinct characteristics of the times,the whole process is mainly coercive and supplemented by inducement,and is the result of the game between value goals and efficiency goals.Under modernization advanced situation of harmonious coexistence between man and nature in the new era,the land comprehensive consolidation and rehabilitation is facing a new historical mission.It is necessary to accelerate the construction of a legal guarantee system,a technical standard system,an implementation support system,and a supervision and management system to optimize the implementation path of the land comprehensive consolidation and rehabilitation policy.关键词
