Discussion on the Basic Logic of State-owned Non-Residential Construction Land Renewal System Design

Abstract
The renewal system of the use right of state-owned construction land is an important part of the compensated land-use system in China,and the renewal policy system of non-residential construction land is urgent to be investigated and improved.Focusing on the three aspects of historical logic,theoretical logic,and practical logic,this paper analyses the development process,theoretical basis,and implementation path of the system of the expiration and renewal of state-owned non-construction land use right from the methodological perspective.The study finds that the system's design should be based on historical and theoretical logic to explore the essential attributes of land renewal,analyze the core meaning of policies and regulations.Also,the system's design integrates goal orientation with problem orientation,theory with practice,and inheritance with innovation to promote the comprehensive optimization of the renewal system design in three dimensions:economic efficiency,income distribution,and institutional loss.关键词
