Japan's Functional Agricultural Policy,Industrial Layout and Its Enlightenment to China

Abstract
Functional agriculture is an agricultural model that produces agricultural products with health improvement function through biological nutrition enhancement technology or other bioengineering means.It aims to produce agricultural products rich in specific functional nutrients to meet people's needs for health and nutrition.With the increasing emphasis on nutrition and health,the industrial development model represented by functional agriculture has also accelerated its expansion on a global scale.The development of Japan's functional agriculture depends on the competition between the consumer market and the agricultural product industry.Actions and measures have been taken in policy planning,laws and regulations,standard system,certification supervision,industrial development and other aspects.Japan takes the lead in accelerating the high-quality development of functional agriculture with national agricultural research institutions,and sets up food safety verification institutions to ensure the quality and safety of functional agriculture.The Japanese government has formulated and revised a series of laws and regulations on healthy diet,agricultural products and food nutrition,functional food safety,food nutrition additives,etc.,and constructed a perfect standard system and certification supervision system.In addition,the layout of Japan's functional agriculture in industrial development is more based on the development of agricultural diversified industrial chain as the main purpose,which not only increases the income of farmers,but also promotes the diversified development of rural economy,enhances the overall value of agriculture,and helps rural areas to achieve economic structure transformation and upgrading,thus opening up a broader space for development and new growth points.Japan has rich experience in the development of functional agriculture,application of science and technology,policy support,environmental protection and so on,which is of great significance for China's agricultural transformation and upgrading.关键词
