多重制度逻辑框架下高职院校治理的现实审思与实践路向OA北大核心
Realistic Thinking and Practical Direction of Governance in Higher Vocational Colleges under the Framework of Multiple System Logic
高职院校治理是一种多元主体共同完成的集体实践.不同主体的制度逻辑诱发了各自不同的行为方式,表现为从单一走向多元的演进逻辑、从管制走向善治的方法逻辑和从行政主导走向依法治理的路径逻辑.现实中由于制度的缺位、治理理念的冲突、治理资源的矛盾等,国家、地方政府、职业院校和企业呈现出不同的问题.可以通过构建多元融合共治的管理体系,建构多元主体"协作—共生"的运行机制和"大数据"共享的一体化考核机制,深层次地达成多方利益共融共享,实现高职院校治理现代化.
The governance of higher vocational colleges is a collective practice completed by multiple subjects.The system logic of different subjects induces their different ways of behavior,which is manifested as the main logic from single to multiple,the goal logic from regulation to good governance and the paths logic from management to modern governance.In reality,due to the absence of system,the conflict of governance ideas and the contradiction of governance resources,the state,local governments,vocational colleges and enterprises present different problems.It is possible to build a management system of multiple integration and co-governance by improving the system guarantee and optimizing the governance structure,and establish a"cooperation-symbiosis"operating mechanism of multiple subjects and an integrated assessment mechanism of"big data"sharing,so as to achieve multi-stakeholder integration and sharing,and realize the governance modernization of higher vocational colleges.
