Abstract
The implementation of the pardon once againon the occasion of the 75th anniversary of the founding of New China has important historical value.It is necessary to take the form of conditional pardon,establish the evaluation criteria of"realistic social danger",moderately restore the the pardoning commutation system,and appropriately expand the scope of the pardon.The so-called"original crime"cases of private enterprises and private entrepreneurs should be investigated,and some of the relevant personnel should be granted pardon.At the same time,criminals who are sentenced to serious imbalance in crime and punishmentdue to changes in the law,prisoners who have made great contributions to the country and the people and have been awarded honorary titles at or above the provincial or ministerial level,prisoners who have been convicted and sentenced for related crimes during the epidemic period,and criminals who have caused diplomatic disputes between China and related countries and have been sentenced in China are included in the scope of application of the pardon.关键词
