我国沿海经贸活动愈加频繁,伴随而来的是走私偷渡等犯罪活动也日益严重,非法资源采挖、开矿等行为的监管难度日益增大,边海防目标监测难度日益增大,对卫星遥感监测需求愈加迫切.本文以提升我国边海防遥感图像资源的目标监测应用能力为根本出发点,设计其监测平台和技术体系,为边海防监测系统的建立奠定基础.
