Abstract

The application of digital and intelligent technologies provides new solutions and development direction for the prevention and control of flash flood.On the basis of the Henan Province Torrent Flood Disaster Early Warning Platform,in accordance with the basic technical requirements of digital twin basin construction and water conservancy business,it is concluded that problems exist in the capabilities construction of forecasting,early warning,rehearsal,and contingency plan of torrent flood in Henan,such as lower forecast accuracy,early warning capabilities to be enhanced,unsatisfied effect of rehearsal,and not well-targeted contingency plan.In the paper the technical path is proposed for improving the capabilities construction of forecasting,early warning,rehearsal and contingency planning of flash flood in digital scenarios from the aspects of rolling analysis of torrent flood defense situation,small watershed flood forecasting,dynamic early warning threshold adjustment,targeted warning,early warning response,digital scenario rehearsal,and practical contingency plan,based on construction of the general function of forecasting,early warning,rehearsal,and contingency planning for torrent flood in small watersheds.The intelligent simulation of flash flood routing and accurately forecasting and early warning of flash flood risk could comprehensively improve the flash flood prevention.
