Abstract
To explore the key aspects and methods of economic evaluation for public water conservancy projects,this study examined the context in Beijing'districts where the construction of key water conservan-cy projects and the flood control system were accelerated following the"23·7"catastrophic flood in the Hai-he River Basin.Based on an analysis of the economic attributes of public projects,a comprehensive frame-work was systematically proposed for the economic evaluation of water conservancy projects with a public focus.This included the overall framework,main content,quantitative methods,key challenges,and evalua-tion objectives.Using the Zuanziling Reservoir,a key water conservancy project in Changping District,Bei-jing,as a case study,a national economic evaluation was conducted.The results showed that the project's economic internal rate of return EEIRR,economic net present value EENPV,and benefit-cost ratio RBC all ex-ceeded the threshold values.Even when sensitive factors fluctuate in an unfavorable direction,the indicators remained within a reasonable range,indicating that the project is economically viable.This study provides a reference basis for the application of evaluation on the similar projects.关键词
