Japan's LNG strategic reserve policy and its implications on China

Abstract
Japan's natural gas supply is highly dependent on imported LNG.In January 2023,Japan introduced the concept of LNG strategic reserves for the first time,issued a LNG strategic reserve policy,and established clear strategic reserve goals.China's foreign dependence on natural gas is lower than Japan's,and its import sources are more diversified.China faces a more complex geopolitical environment and import disruption risks.There is still a high demand for natural gas during China's future energy transition and development.China's underground storage tanks have a certain size,which can be used to build a strategic reserve system of natural gas in conjunction with LNG.Learning from on Japan's LNG strategic reserve policy,it is recommended that China should differentiate the types of natural gas reserves at the policy level,clarify the positioning of strategic reserves,integrate LNG into the national strategic reserve system,establish a natural gas strategic reserve system in line with China's national conditions with government's coordination,actively participate in the development and investment of international oil and gas projects,and promote the joint purchase of LNG by domestic companies and Asian countries to safeguard its own rights and interests as well as supply security.关键词
