森林资源损害赔偿工作发展策略
Compensation Strategies for Forest Resources Damage
摘要
Abstract
The science-based compensation for damages to natural resources is an essential part of the pilot for the principal-agent mechanism for the ownership of natural resources assets to all people.Clarifying the key issues and main conflicts in the compensation for natural resources damage is important to realize the value-addition and preservation of natural resources and protect the rights of the owners.The paper elaborates on the current situation of the evaluation of the damage to forest resources,and identifies the problems,such as incomplete appraisal of damages,insufficient basis for penalties,and inadequate supervision system for compensation.In view of the problem,we put forward the strategies:1)establishing damage appraisal mechanism which is science-based and systematical;2)building the institutional framework,and strengthening interaction and coordination;3)improving the measures for budget,incomes and compensation;4)promoting insurances for the environment responsibility.This study would supply theoretic basis and references to develop the principal-agent mechanism of the ownership of state-owned natural resources assets.关键词
