低碳转型目标下的电力社会价值研究
The Social Value Analysis of Electric Power Considering the Target of Low-carbon Transition

Abstract
The low-carbon transition for energy is a necessary way to achieve a"carbon peak"by 2030.The sustainable development goal of low-carbon transition needs to be integrated into the resource allocation planning of thermal power and green power.The purpose of this paper is to explore the proper level of resources planned for various power generation industries under multidimensional social goals and how it can be realized,so as to provide a benchmark for policy coordination.On the basis of the theory of utility value and the general theory of value,the model of social value is built.An analysis path is put forward:access social value that reflects social goals,then use the social value and the benefit benchmark to guide the resource allocation,the dynamic adjustment of the policy mix,and also the optimization of goals.The social value of electricity power considering the target of renewable energy consumption quota and the target of 2 ℃ is obtained respectively.It was found that the social value of solar power is far greater than that of coal,and the trend is different under the two goals.This result can provide a reference for the dynamic optimization of policy mix.Moreover,the target quantity and the structure of the social goals can be optimized according to the condition of the market and the variance amount of the social value caused by the newly added social goals.This research provides a decision-making tool for the government that can take social value and benefit benchmark as reference for policy mix,and improve governance considering the formation and realization of social value,so that the optimized resource allocation and the development of thermal power and green power may support the realization of social goals effectively.关键词
