国内外电网碳排放因子计算标准规范分析
Analysis of Standard Specifications for Calculating Carbon Emission Factors for Global Electric Power Grids

Abstract
The carbon emissions from the electricity industry account for about 36%of the national total carbon emissions.Carbon reduction in the electricity sector is crucial for achieving the"dual carbon"goals.The grid carbon emission factor is a key indicator for calculating Scope 2 indirect carbon emissions from electricity consumption.Numerous factors across the physical,social,and informational dimensions influence the grid carbon emission factor.Additionally,differences in national conditions and policies lead to variations in the standards and regulations for calculating the grid carbon emission factor.Currently,there is no internationally recognized standard or regulation for calculating the grid carbon emission factor.However,with the introduction of China's"dual carbon"goals and the emergence of issues such as the inclusion of indirect carbon emissions in the CBAM(Carbon Border Adjustment Mechanism),there is an urgent need to establish an internationally recognized standard framework for calculating the grid carbon emission factor that is also suitable for China's development.This article summarizes the current domestic and international standards and regulations for calculating the grid carbon emission factor.Using statistical data from 2021,projected data for intermediate years,and projected data for 2050 in China,simulation scenarios are set up to calculate and analyze the impact of inter-regional carbon emission responsibility transfer and green rights and interests transfer on the calculation results of regional grid carbon emission factors.关键词
