Abstract
With the acceleration of the new power system,some units that have already been put into operation have incurred stranded costs.It is crucial to recover the grounding costs through market-oriented means and achieve the same bidding for different energy generation units such as thermal power,wind power,and gas turbines.Based on the prominent issues in the post reform electricity market,this article proposes the idea of using a"two-part system"cost pricing mechanism to recover stranded costs and achieve multi energy bidding on the same platform.Firstly,the grounding cost of the power generation unit is verified,and a"two-part system"cost pricing mechanism and a unified declaration and joint clearance model for multiple energy sources are proposed.The price difference is shared and refunded on both sides of the power generation and consumption.Finally,the scenarios of low price calculation for thermal power and new energy units on the same platform and high price calculation for thermal power and gas units on the same platform were simulated,and different clearing orders were used to determine the simulated bidding clearance.The clearing results showed that the"two part system"trading mechanism can recover the grounding cost of power generation units,and to some extent,achieve multi energy bidding on the same platform,providing reference for the reform of electricity marketization.关键词
