Abstract
Small and medium-sized technology-based enterprises are an important carrier to enhance the ability of scientific and technological innovation,an important support for maintaining economic resilience,and an important force for the development of new quality productivity.The"Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese-style Modernization"clearly points out that it is necessary to strengthen financial support for major national scientific and technological tasks and small and medium-sized scientific and technological enterprises.At present,the innovation and development of technology-based small and medium-sized enterprises is facing the dilemma of"difficult and expensive financing".Utilizing intellectual property for financing can broaden the financing channels for technology-based small and medium-sized enterprises and add new impetus to their innovative development.This article takes technology-based SMEs as the main research body,starting from the perspective of intellectual property finance,exploring the practical difficulties faced by intellectual property finance in empowering the innovation and development of technology-based SMEs through mechanism analysis,practical consideration,and practical experience summary,and then puts forward targeted policy suggestions.Different from the previous literature on intellectual property pledge financing,this paper focuses on the analysis of other financing models such as intellectual property securitization and intellectual property financial leasing,hoping to provide practical guidance for the use of intellectual property financing by small and medium-sized scientific and technological enterprises in China,and provide intellectual support for improving the theoretical system of intellectual property finance to empower the innovation and development of small and medium-sized scientific and technological enterprises.关键词
