Supervision Countermeasures to Prevent Unsafe Watchkeeping by Passenger Ship Seafarer Drinking Alcohol in the Core Area of the Huangpu River
摘要
Abstract
The average passenger flow of the waters under the jurisdiction of Huangpu Maritime Safety Administration is around 25 million per year with over 360,000 voyages.Once the driving seafarers on duty are drunk in violation of relevant regulations,the seafarer competency will be affected,which may lead to risks of ship collision and ultimately pose a severe threat to human life and property.Based on a study of relevant laws and regulations,identification of illegal facts,optimization of law-enforcement procedures and promotion of industrial self-discipline,this paper puts forward supervision measures for the prevention of unsafe drinking of seafarers on duty onboard passenger ships in the core area of Huangpu River.关键词
