Abstract
Hainan Province,a popular destination for international yachting,has seen an increasing number of incidents involving the entry of foreign yachts into Hainan ports or internal waters without permission,posing challenges to port management and maritime safety administration.Based on a study of typical cases,this paper summarizes the root causes of unauthorized entry of foreign yachts into Hainan ports or internal waters,reveals the existing problems,and puts forward a series of recommendations,including strengthening publicity and education,enhancing risk prevention awareness,establishing coordination mechanisms,and improving legal construction,aiming at exploring ways and methods to address similar challenges.关键词
