Review of the Research on the Impact of the New Round of Collective Forest Property Rights Reform on Farmers'Forestland Management Behaviors

Abstract
⑴ Background——The relationship between the new round of collective forest property rights reform and farmers'forestland management behaviors has always been one of the hot issues in the field of forestry economics.Scholars have conducted in-depth researches on the relationship between them,and have also achieved relatively rich research results,but few have sorted out and summarized relevant research results from the perspective of property rights.It is of great theoretical and practical significance to systematically sort out and summarize the rel-evant research results on the relationship between them and look forward to the future research focus of the new round of collective forest property rights reform in China. ⑵Methods——On the basis of sorting out the relevant literature on the relationship between the new round of collective forest property rights reform and farmers'forestland management behaviors,this paper reviewed the existing research results from the two dimensions of integrity and security of property rights,and looked forward to the future research direction of the new round of collective forest property rights reform in China. ⑶ Results——After the new round of collective forest property rights reform in China,the levels of forest-land capital and labor inputs have been significantly improved,the incidence rate and the area of forestland cir-culation have been significantly improved,and the ability of farmers to increase their income through forestry has also been continuously enhanced.The new round of collective forest property rights reform affects the farmers'for-estland management behaviors by giving the farmers more complete and safer forestland property rights,and then affects their forestry management income.The integrity of forestland property rights is composed of three property rights:forestland use right,forestland disposal right and forestland income right.The integrity of forestland use right and forestland disposal right have significant positive impact on the farmers'forestland management behav-iors,while the integrity of forestland income right has no significant impact on the farmers'forestland management behaviors.The security of forestland property rights needs to be defined from the three levels of law,fact and per-ception,and different levels of property rights security have different impacts on the farmers'forestland manage-ment behaviors.Among them,the perception security of property rights is the most direct factor. ⑷ Conclusions and Discussions——In order to further enrich the research on the relationship between the new round of collective forest property rights reform and the farmers'forestland management behaviors,and to provide more scientific and reliable research conclusions for deepening the reform of collective forest property rights,in the fu-ture research,we can expand relevant research from the following three aspects:First,in terms of research objects,we should analyze the impact of the new round of collective forest property rights reform on the forestland management behaviors of different types of management entities and the forestland management modes of different attributes accord-ing to the policy needs of different types of management entities and the property rights characteristics of forestland with different attributes.Second,in terms of research content,we should construct an analysis framework of forest property rights including the integrity and security of property rights,analyze the interaction between various property rights bundles and various dimensions of property rights security and their impact on the farmers'forestland manage-ment behaviors,and consider the impact of the government behavior on the farmers'forestland management behaviors.Third,in terms of research methods,we should fully consider the possible endogeneity of forest property rights in the econometric model,and accurately identify the unobservable factors that the new round of collective forest property rights reform policy has an important impact on the farmers'forestland management behaviors.关键词
