竞争情境下的黄河流域水资源绿色效率及影响因素分析
Analysis of Water Resources Green Efficiency and Its Influencing Factors in Cities of the Yellow River Basin Under Competitive Situation

Abstract
In order to promote the conservation and intensive utilization of water resources in the Yellow River Basin and promote the green,sustainable and high-quality development of the Yellow River Basin,it is urgent to further coordinate and effectively improve the green efficien-cy of water resources in the Yellow River Basin.In this paper,a two-stage DEA game crossover model using the panel data of 58 prefecture-lev-el cities in the Yellow River Basin from 2011 to 2019 was introduced to estimate and analyze water resources green efficiency in the Yellow Riv-er Basin from the perspective of internal competition among cities.Analysis by the two-stage DEA game crossover model revealed that the green efficiency of water resources in the Yellow River Basin is relatively high,showing a downward and later upward and then downward trend.There are significant differences in efficiency levels and changes between regions and prefecture-level cities.Analysis by a Tobit model finds that the degree of openness to the outside world has a relatively small impact on the green efficiency of water resources,while the industrial structure has a negative impact on it.The level of economic development and environmental regulations have a positive impact,and the impact of these factors on different regions varies.This paper puts forward policy suggestions on coordinated management of the Yellow River Basin,promoting econom-ic development and water resources management by classifying resources-based and industrial upgrading cities,refining practical responsibilities and strengthening the systematic governance of environmental pollution in various fields such as heavy industry,strengthening investment in sci-ence and technology,and giving play to the role of technological progress in improving the green efficiency of water resources.关键词
