Abstract
Value realization of rural order oriented tuition-free medical students,also known as targeted medical students,has been hindered by the value conflicts caused by the different value choices of the three main stakeholders,namely the controllers of educational resources,the executors of educational policies,and the actual beneficiaries of educational policies,since the implementation of this talent cultivation policy for more than ten years.This paper took Chongqing as an example and conducted a theoretical and practical examination of this edu-cation policy through a questionnaire survey.It is found that guiding policy support is an effective way to alleviate the shortage of grassroots medical talents.However,the other compulsory conditions imposed by the government on this policy,as well as the participation of other stakeholders,have led to the complexity of measuring the cost and benefit of the policy,and a greater imbalance between personal cost and benefit,which will ultimately affect the realization of policy value.关键词
