Basic connotation,evaluation index system construction and development path of new quality productivity
摘要
Abstract
New quality productivity is a good remedy for stimulating the economy,enhancing vitality,and solving major contradictions in China.It is a breakthrough point for self-reliance and overcoming technological barriers.It is a key to seize opportunities,gain a first mover advantage,and win the initiative in international competition.The evaluation of new quality productivity plays an important role in promoting and supporting high-quality development,monitoring and correcting the development trajectory of new quality productivity,and scientifically measuring new quality productivity.The evaluation of new quality productivity should adhere to the principles of combining scientificity with feasibility,integrity with multidimensionality,and economic benefits with ecological benefits.Based on the theoretical connotation of new quality productivity,this paper elaborates on the evaluation indicators of new quality productivity,and constructs an evaluation index system consisting of four dimensions entirety,core,process,and result six system layers,sixteen criterion layers,and twenty indicator layers.Focusing on the bottlenecks that constrain the development of new quality productivity,aiming at the evaluation index system of new quality productivity,this paper proposes the development path as follows:adhering to comprehensive deepening of reform,enhancing development momentum,taking technological innovation as the guide,promoting high-level technological self-reliance and self-improvement,laying out strategic emerging and future industries,developing green and low-carbon economy,building a unified national market,improving total factor productivity,relying on local advantages,and developing new quality productivity according to local conditions.At present,the construction of the evaluation index system for new quality productivity is still in the preliminary stage of exploration.Continuously improving and revising the evaluation index system is a necessary prerequisite for scientific evaluation and an inevitable requirement for the development of new quality productivity.关键词
