On the Global Governance of Major Scientific and Technological Risks from the Perspective of the Chinese Path to Modernization
摘要
Abstract
Humans have long been residing in a globalized risk society.If left to"enmity consciousness"to dominate global affairs,global technological major risks cannot be contained in a state of great power competition and bloc confrontation.This is because the state is the most important entity responsible for responsible innovation.If the state is irresponsible,responsible innovation will become an empty slogan.The value of Chinese culture lies in its emphasis on"harmony in diversity",which makes it more conducive to"turning enemies into friends".Constructing a community with a shared future for mankind based on Chinese"harmony"culture is the effective way to manage major technological risks,and this"harmony"culture is in line with the"common values of humanity"advocated by China today.In the context of globalization,"peaceful development"should be placed at the forefront of the common value system.The expansion of Chinese"harmony"culture and its global recognition should be achieved through"peace and development",which is also the"great power conduct"that China has always advocated.As long as China's comprehensive national strength can reach a level where it can"overcome adversaries without resorting to conflict",the awareness of a community with a shared future for mankind can be radiated globally and gain widespread recognition.The great rejuvenation of the Chinese nation is the historical mission of contemporary Chinese people,and leading the construction of a community with a shared future for mankind and helping to manage global technological major risks are the historical responsibilities of a responsible major power and the new mission of the Chinese people in the new era.Of course,to successfully advance towards a new realm of global governance for major technological risks,a systematic action plan must be put forth,and to put forth a systematic action plan,it is inseparable from profound philosophical reflection,and even more from institutional foresight.关键词
