The Study on Evolution of Cooperation Network of Policy Makers for the Transformation of Scientific and Technological Achievements in China

Abstract
[Research purpose]Exploring the evolution mechanism of the cooperation network of China's policy on transformation of scientific and technological achievements has important theoretical and practical significance for a deeper understanding of the policy and optimizing its system.[Research method]This paper takes scientific and technological achievements transformation policies issued by the government from 1985 to 2022 as research samples,using social network analysis and constructing a two-dimensional matrix of"breadth of collaboration-depth of collaboration"to analyze the evolution laws of policy makers cooperation network structure and the role of policy makers thoroughly.[Research conclusion]In the process of the evolution of the cooperation network of China's policy makers of transformation of scientific and technological achievements,the policy presents a phased feature:the policy supply strength continues to increase,the number of joint publications increases,the network scale expands,the network relationship increases,and the network structure has evolved from a center-periphery type of network to a dispersed-coupled type of network and then to a coordinated network.The ministry of science and technology has always been in the core position of the network.It is recommended to optimize the allocation of attention among policy makers,eliminate policy supply gaps,improve the vertical and horizontal linkage of policy makers,strengthen the synergistic implementation of policies,clarifying the supply and demand requirements of policy objects,and ensuring the precise implementation of policy measures.关键词
