日本首相官邸主导决策论析
Analysis on the Leading Decision-Making in Japanese Cabinet Official Residence-Led:From the Perspective of the Party-Government and Politician-Bureaucrats Relations

Abstract
In order to effectively deal with the shortcomings of official residence decision-making left by the Abe Cabinet and the Suga Cabinet,represented by the"deterioration"of the bureaucracy and the lack of coordination of the ruling party's opinions,and further rationally adapt to the political system transformation trend of"concentration of power of the prime minister"after the administrative reform the Kishida Cabinet adheres to the political concept of"listening power"and on the basis of adhering to the overall decision-making framework dominated by the official residence,In the process of political decision-making,it seeks to take into account the coordination of opinions with the bureaucrats,the ruling party and other external decision-making bodies in the official residence,in order to reshape the relationship between the party and the government.However,in the actual promotion of the policy,the Prime Minister's Residence is still hampered in many aspects in the decision-making,which leads to poor overall effectiveness of the official-led policy in the dilemma.Under the combined effect of the adaptation of the administrative system derived from the institutional reform and the dynamic changes of the domestic political environment,the Prime Minister's lack of political leadership in dealing with the positioning of government-official cooperation and the bridging of the party and the government has been highlighted and magnified.This also shows that the existing political and administrative system reform still has obvious shortcomings in the coordination of party-government and government-official relations.Therefore,improving the relationship between the government and officials may become a key focus of the administrative system under the administration of Ishiba Prime Minister's Office.关键词
