Construction and Application of Data Model in the Maritime Stereotactic Space Use
海域立体空间管理是海洋空间优化、提升海域资源利用效率的有效方式,文章旨在信息化层面将海域作为立体空间管理对象,为海域使用权立体分层设权工作提供数字化、自动化技术支撑.利用国家海域动态监视监测数据库中的调查数据、规划数据和权属管理数据,在数据特征分析和概念设计的基础上,采用实体数据模型将二维矢量权属数据转换为三维模型,按照本体构建、数据关联和分析应用的技术路线,构建了海域使用立体分层数据模型,并应用于三维可视化海域使用立体分层应用系统的研发.海域使用立体分层模型在一致性、可读性、灵活性、效率等方面均满足应用需求,优越于传统的二维海籍数据模型.系统基于 Cesium 三维虚拟地球引擎,构建了三维立体海籍的符合性、冲突性分析,以及海籍权属数据的综合统计管理等功能.海域使用立体分层的数据模型和应用系统实现了海域使用权立体分层设权项目的管理和决策支持,为广东省海域使用权立体分层设权工作的前期探索提供了有效的信息化手段.
Marine stereotactic space management is an effective way to optimize ocean space and improve the utilization efficiency of marine resources.Purpose of the study is to set up digital and automatic management of the stereo right to use marine.Using survey data,planning data and management data from the National Maritime Dynamic Surveillance Monitoring Database,the study analyzed the data features of the three-dimensional layered sea use.The entity data model is used to transform the two-dimensional vector ownership data into a three-dimensional model.According to the technical route of ontology construction,data correlation and analysis application,the data model was built to study the maritime stereotactic space,which was ap-plied to developing the 3D visualization application system.In terms of consistency,readability,flexibility,efficiency and so on,the three-dimensional data model meets the application require-ments,which is superior to the traditional two-dimensional data model.Employing the Cesium 3D engine,the major function of the system is the spatial analysis and synthetic statistics of the stereo right to use marine.The data model and application system have supported the up-front exploration of the management and decision on the right to use maritime stereotactic space.It has been effectively applied in Guangdong Province.
