数字化转型下的海洋治理创新路径:基于敏捷治理的视角
The Innovation for the Digital Transformation of Ocean Governance From the Perspective of Agile Governance

Abstract
The extensive application of digital technology in marine resource management,envi-ronmental protection,risk management and other aspects has accelerated the evolution of marine governance theories and practices,presenting both opportunities and challenges for digital transformation.Given the high adaptability of digital transformation practices in marine governance to agile governance theory,this study innovatively constructed a framework for the digital transformation of marine governance based on agile governance theory.Based on this framework,an in-depth analysis of the Smart Ocean Management Platform in Qingdao West Coast New Area reveals the digital transformation of marine governance should possess the fol-lowing conditions:flexible governance concept,multi-domain governance objects,self-organizing governance entities,rigid and flexible governance tools,iterative governance process,and net-worked governance structure.It is further proposed that the digital transformation of marine governance should focus on several key areas such as building agile teams,empower traditional governance tools with digital technologies,optimizing governance structures,and enhancing the resilience of governance systems.关键词
