"Dual Circulation"Pattern and High-quality Development Evaluation of Fishery Economy and Trade in China

Abstract
Since the reform and opening up,China has taken the lead in market-oriented reform of fishery among large agriculture.The domestic reform and opening-up of the fishery industry have achieved remarkable results and become an important growth point in the development of China's agricultural and rural economy.Based on the analysis of the operational characteristics of the existing"Dual Circulation"pattern of fishery economy and trade in China,and guided by the new development concept,this paper constructs an evaluation index system of high-quality development level of China's fishery trade.It is composed of 16 indicators from five dimensions:in-novation-driven,coordinated integration,green sustainability,open cooperation,and sharing efficiency.The results show that:During the research period,the overall trend of high-quality development of China's aquatic product trade under the"dual circulation"perspective is impro-ving,but there is still some room for improvement,and the improvement rate of"quality"is not as fast as the expansion rate of"quantity".In terms of structural differentiation and compar-ison,each dimension shows different degrees of growth,and the growth rate varies,with sha-ring efficiency and innovation-driven dimensions improving the fastest.The main driving forces for the growth of the comprehensive index show a phased differentiation.In 2006-2012,the main driving forces were sharing efficiency and innovation-driven dimensions,while in 2012-2020,the main driving forces were green sustainability and coordinated integration dimensions.From the perspective of internal and external circulation represented by various dimensions,the domestic circulation of fishery economy and trade in China has achieved a great degree of im-provement,making a significant contribution to the improvement of the high-quality develop-ment level of China's fishery trade,while the momentum of the international circulation is slightly insufficient.Based on the analysis,this paper proposes corresponding policy recommen-dations on the development of China's fishery economy and trade.关键词
