Basis,Obstacles and Paths of Blue Carbon Economic Development:Taking Zhoushan,Zhejiang Province as an Example
摘要
Abstract
This paper analyzes the basis of developing blue carbon economy in Zhoushan,and points out that the development of blue carbon economy has favorable macro environment and micro foundation.At the same time,it points out that the current blue carbon economy is still in its initial stage,and there are many unfavorable factors in both external environment and its own conditions.In order to better promote the development of Zhoushan's blue carbon econo-my,this paper,supported by the theory of ecological resource capitalization,starts from the value realization logic of blue carbon resources-blue carbon assets-blue carbon products-blue car-bon capital,and combines with the actual development of Zhoushan,puts forward the following development suggestions:First,resource exploration and property right confirmation;Second,the flexible development of blue carbon basic products and active development of blue carbon ex-tension products;The third is to build accounting system and explore the form of value realiza-tion;Fourth,centralized demonstration and comprehensive guarantee.关键词
