Research on Quantitative Evaluation of Regional Carbon Emission Reduction Policy of China's Yangtze River Delta Urban Agglomeration Towards the"Carbon Peak and Carbon Neutral"Goal

Abstract
The Yangtze River Delta urban agglomeration is a major national strategy for regional development and a demonstration area for integrated ecological and green development.Evaluating the regional carbon emission reduction policy of the Yangtze River Delta urban agglomeration has important value for regional coordinated carbon reduction under the background of the"carbon peak and carbon neutral"goal.This study is based on 42 carbon emission reduction policies of three provinces and one city in the Yangtze River Delta since the"Twelfth Five-Year Plan"period.Nine dimensions are used to construct a regional carbon emission reduction policy evaluation standard system in the Yangtze River Delta urban agglomeration.Eight representative policies were selected,and calculating the PMC index and drawing the PMC surface map for evaluating carbon emission reduction policies in the Yangtze River Delta urban agglomeration using the content analysis method and the PMC index model,analyze the advantages and disadvantages of each policy.The findings show that under the background of the"carbon peak and carbon neutral"goal,the regional carbon emission reduction policy in the Yangtze River Delta urban agglomeration can be divided into four grades:perfect,excellent,acceptable and poor,and the average level is the excellent grade.The policy consistency level is high,and the structural design is reasonable,but there are large intra-regional differences.Finally,this paper puts forward suggestions for the formulation and practice of low-carbon coordinated development policy in the Yangtze River Delta urban agglomeration under the background of the"carbon peak and carbon neutral"goal from two aspects:strengthen regional cooperation and optimize policy tools.关键词
