摘要

Abstract

Energy-Consuming Rights Trading is an important policy tool that utilizes market mechanisms to improve the efficiency of energy resource allocation and promote regional green and low-carbon development.This article systematically reviews the theoretical research progress,policy evolution,and pilot effectiveness of energy-consuming rights trading in China through means such as literature research and field investigations.The results indicate that China's energy-consuming rights trading market is still in the early stages of development,with issues such as incomplete legal and regulatory construction,low market activity,and slow progress in pilot projects and demonstration promotion.Based on these findings,this article proposes countermeasures and suggestions,including strengthening the theoretical foundation and methodological research of energy-consuming rights trading,improving the institutional system of energy-consuming rights trading,and innovating financial instruments and incentive measures related to energy-consuming rights.These recommendations aim to provide decision support for the development and improvement of China's energy-consuming rights trading market system.
