The Secretary Department of China Labor Association and the Evolution of Early Labor Movement Strategies of the CPC

Abstract
Under the guidance of the early organization of the CPC,as workers were becoming more aware,organizational laxity became increasingly prominent,and there was an urgent need for unified organizational leadership in the labor movement.In August 1921,the CPC established the Secretary Department of China Labor Association,serving as the public headquarters for leading the labor movement.Initially,the Secretary Department of China Labor Association worked through methods such as dispatching special agents,connecting with traditional worker groups,and breaking down barriers between workers and students,thereby rallying workers around the CPC and promoting the development of the labor movement.Afterwards,due to the setback of the"February 7th strike"in 1923 led by the Secretariat,they were forced to move to Beijing,and the workers'strike led by the CPC briefly turned into a peaceful labor legislation movement.During the Great Revolution,the Secretary Department of China Labor Association failed to integrate the labor movement under the new revolutionary situation,and the differences between the Kuomintang and the CPC increased.By May 1925,it was replaced by the All-China Federation of Trade Unions and withdrew from the his-torical stage.The evolution of the Secretary Department of China Labor Association serves as a win-dow into understanding the early strategies of the CPC in guiding the labor movement and showcases the arduous exploratory process of the CPC in its early years.关键词
