选取2012-2021 年南方集体林区的面板数据,采用单位面积当量法和EBM模型测算森林生态产品价值转化效率,使用双重机器学习模型实证检验数字乡村建设对森林生态产品价值转化效率的影响.研究结果表明:数字乡村建设对于提升森林生态产品价值转化效率具有显著的正面效应;数字乡村建设能促进绿色金融发展,提升森林生态产品价值转化效率水平;在财政自主度和环境规制越高的地区,数字乡村建设对森林生态产品价值转化效率的影响越强.政府应因地制宜推进数字乡村建设,通过加快乡村数字基础设施建设,强化绿色金融支持,促进森林生态产品市场化,从而提高森林生态产品价值转化效率水平.

⑴Background——Improving the value realization mechanism of ecological products is a key measure to practice the concept of"Two Mountains",promote the construction of ecological civilization and realize sustain-able development.The collective forest areas in South China is one of the important parts of forest areas in China.In the process of promoting the valuerealization of the forest ecological products,the valuetransformation of the forest ecological products is restricted by its remote location,weak infrastructure and lack of effective develop-ment means. ⑵ Methods——This paper proposed the research hypotheses based on theoretical analysis,and selected the value transformation efficiency of forest ecological products as the explained variable,digital rural construc-tion as the explanatory variable,green finance as the mechanism variable,and foreign trade dependence,forest-ry development degree,urbanization rate,rural human capital,government intervention degree and rural produc-tion environment as the control variables.Based on the panel data of 10 provinces(autonomous regions)in the southern collective forest areas from 2012 to 2021,the entropy method,unit area equivalent method and EBM model were used to estimate the level of digital rural construction and the value transformation efficiency of forest ecological products in each province,and the impact of digital rural construction on the value transformation effi-ciency of forest ecological products was assessed.The dual machine learning model was used to examine its im-pact and mechanism. ⑶ Results——First,digital rural construction had a significant positive effect on the value transformation effi-ciency of forest ecological products,and the conclusion was still valid after the robustness and endogeneity tests.It op-timized resources allocation and improved the value transformationefficiency by innovating and optimizing the key links of the value chain of forest ecological products.Second,digital rural construction could promote the development of green finance and further improved the value transformation efficiency of forest ecological products.In addition,the support of green finance provided the necessary funds and risk protection for forest ecological products,and sped up the valuetransformation of forest ecological products.Third,the promotion effect of digital rural construction on the value transformation efficiency of forest ecological products was more effective in areas with high financial autonomy and environmental regulations,which helped to improve the overall value transformation efficiency. ⑷ Conclusions and Discussions——Based on the above research conclusions,the following policy sug-gestions are put forward:First,promote the construction of rural digital infrastructure and the integrated develop-ment of"digital and forestry.The government should promote smart devices to monitor forest resources in real time,and establish regional big data platforms to integrate data and provide intelligent analysis.Second,strength-en the support of green finance and promote the marketization of forest ecological products.The government should improve the green financial system,develop diversified financial products,support eco-friendly produc-tion,and promote cooperation and experience sharing among regions.Third,promote the digital rural construc-tion according to local conditions.Local governments should have greater autonomy to adjust policies and ensure that funds are used effectively in key areas,and strictly implement environmental protection policies to promote the development and application of green technologies.
