Abstract
The national spatial planning system has introduced new requirements for delineating detailed planning units(hereinafter referred to as"units")across entire re-gions.However,current detailed plans in most localities focus primarily on areas within urban growth boundaries,often neglecting areas outside these boundaries and lacking standardized methods for unit delineation.Additionally,drawing unit boundar-ies frequently faces the dilemma of aligning with administrative boundaries or func-tional structure boundaries,especially when they differ.This paper aims to clarify the principles of unit delineation to facilitate effective policy and plan transmission across spatial scales.Based on a case study of Jinghong City,Yunnan Province,the paper systematically analyzes the types and characteristics of detailed planning units,as well as six factors that affect unit delineation.It proposes four principles for de-lineation:ensuring full coverage of he planning area,respecting administrative author-ity and property rights,maintaining functional completeness with clear boundaries,and integrating plan preparation with land management.The paper advocates for pri-oritizing specialized unit,integrated unit delineation,and coordinate delineation meth-ods.It recommends using comprehensive planning to guide direction,spatial units for land use control,and land plots for project implementation.It highlights the im-portance of paying attention to both administrative and functional structural boundar-ies while exploring technical pathways for effective unit delineation.关键词
