Abstract
The"planning institute responsibility system(PIRS)"has emerged in the unique context of large-scale,rapid,and comprehensive development of Rongdong Area of Xiong'an New District,.This paper draws on practical planning and imple-mentation work in Rongdong Area to explore the prerequisites,core responsibilities,and effectiveness of PIRS's operation.It begins by providing an overview and com-parison of the types,development trajectory,and roles of the chief planner system in China.Focusing on the establishment,key tasks,and working mechanisms of PIRS in Rongdong Area,the paper examines the focus and rationale behind the sys-tem design.By tracing the management process,the characteristics of PIRS in Rong-dong Area are identified,including overall planning,full process control,refined management,and multi-disciplinary collaboration.This system ensures that the respon-sible planning team plays a crucial role in professional coordination,covering plan-ning,plan preparation,design research guidance,and other aspects,ultimately result-ing in the high-quality implementation of the Rongdong Area plans and offering valu-able insights for planning and development in other regions.关键词
