我国城市市政基础设施规划编制的逻辑演进与展望
The Evolution and Prospects of the Compilation Rationales of Municipal Infrastructure Planning in China

Abstract
Urban development in China has entered a new stage characterized by ur-ban renewal and high-quality development.The increasing interdependence of urban infrastructure systems underscores the need to inherit and innovate traditional plan-ning practices and develop new approaches to infrastructure planning that meet cur-rent development needs.This study systematically categorizes the stages of urban mu-nicipal infrastructure planning since the founding of the People's Republic of China,analyzing the theoretical and practical progress in relation to contemporary require-ments,planning goals,and compilation characteristics.The evolution of the internal logic of planning revolves around striking the balance between safety,equity,and ef-ficiency,illustrated by an analysis of the water supply system.Based on this exami-nation,the paper identifies the challenges and issues confronting urban municipal in-frastructure planning in the new era.It proposes strategies and measures focusing on safety,smart supply,and green and low-carbon solutions to address the challenges,providing a roadmap for the optimization and improvement of municipal infrastruc-ture planning in the future.关键词
