Abstract
In order to strengthen the energy-saving and carbon reduction management of key energy consuming units in the region,explore the application scenarios of regional energy budget management and energy efficiency diagnosis collaborative mechanism,clarify the collaborative relationship between the two in terms of work objectives,core indicators,and result applications,and propose a method for determining the elastic energy budget based on energy efficiency.The results show that:1)The two are highly consistent in terms of objectives,scope and indicators,and the two can promote each other,and the results of energy efficiency diagnosis can be applied to the energy budget management,which can force the improvement of the"quality"of energy consumption and strengthen the control of the"quantity"of energy consumption of enterprises.2)The innovative method of determining the benchmark energy consumption introduces the concept of total adjustment,continuously optimizes the setting of the benchmark total amount and the total amount of adjustment through the energy efficiency diagnosis results,gives full play to the role of the energy efficiency baton,determines the energy budget of the enterprise more scientifically and reasonably,promotes the enterprise to carry out the transformation of energy conservation and carbon reduction technology in a precise and targeted manner,and helps the realization of the goal of dual control of energy consumption.关键词
